A big hole in a big road ate one of my tires

That sucks omni-directionally.

That looks like a nasty place to put down a quick patch and even worse for the real repair job. Most of the "quick fix" efforts will make the full repair harder, too.

"big steel plate" is a bit more realistic than spray foam, but think about how that has to be secured. Think about directing traffic around the site while you do it.

Just being out on the highway waving a flag is a sphincter workout. Doing the work while trying to ignore traffic is worse.

Had a good chuckle at that one, thanks.

Yeah the bottom line is civilians are not qualified or authorized to repair a road.

FWIW many states have a department of transportation website that has a specific form where things like potholes or graffiti on traffic signs can be reported. In the case of Arizona, it appears you have to use their generic contact form [1].

Also you can be reimbursed for damage caused to your vehicle due to poorly maintained highways or state roads, like the one in OP. Be sure to take photos, then file a police report. The state may deny your claim, in which case you should be prepared to escalate the issue to your insurance company.

Oof. The author has my sympathy.
